चुनावी परिणाम र अबको राजनीति

नेपाली राजनीतिले दायाँ कोल्टे फेरेको छ । संविधानसभाको नारा २०४७ साल यता उठे पनि जनयुद्ध र जनआन्दोलनको तागतमा संविधान सभाको निर्वाचनसम्म सफल रह्यो । पहिलो संविधानसभाको विघटन सँगै नेपाली जनताको चाहना विपरीत संविधान सभालाई यथास्थितीको मतियार बनाउने रणनीति पछिल्लो परिणामले सफलीभूत बनाएको छ । निर्वाचनका बारे उठेका थुप्रै प्रश्नहरु छन्, यसवारे समयक्रमले धेरै कुरा स्पस्ट गर्दै जाला । यहाँ अहिलेको परिणामले गरेको संकेत र नेपालको अवको राजनीति कता जाला भन्ने बारे केहि चर्चा गरिदै छ ।परिवर्तनलाई संस्थागत गर्ने राज्यको पुनर्संरचना गर्ने मुख्य मुद्दा नै ओझेलमा परेको र हाकाहाकी २०४७ सालको संविधान नै उपयुक्त छ, त्यसमा गणतन्त्र थपिदिरुए पुग्छ भन्ने अभिव्यक्तिले संविधानसभाको अबको गन्तव्य के होला भन्ने अनुमान सहज रुपमा गर्न सकिन्छ । जसरी आएपनि, मतपेटिका बन्द भए पनि वा खुला भए पनि, विना प्रतिनिधी सैनिक व्यारेकमा राखे पनि वा नराखेपनि, मतदाताले मतदान गरेको संख्या भन्दा बढि मत परेपनि वा कम मत परेपनि गन्दा यथास्थितिको पक्षमा दुइतिहाई परिणाम आएको छ । त्यही परिणामको आधारमा गरीने निर्णयहरु बैध पनि मानिएलान, प्रक्रियामा त्यो नियम संगत ठहरिएला वा निर्णय होला यो एउटा पाटो हो । यसका साथसाथै यसको अर्काे पाटो पनि छ । जनताका विभिन्न समुदाय, जाती, क्षेत्र, लिङ्ग र वर्गले महसुस गरेको उत्पिडनको अन्त हुन्छकी हुँदैन ?यो देशका गरिव,किसान,मजदुर, दलित सबैको राज्यसत्तामा साझा स्वामित्व हुन्छकी हुँदैन ? मुख्य कुरा यो हुनेछ । संभावनाको कुरा गर्यो भने परिवर्तनकारी शक्तिको पराजय हुनुका कारण यथास्थितीले नै प्राथमिकता पाउने छ । त्यसो हुदा एकातिर एकिकृत माओवादीले गरेको जनयुद्ध र पछिल्लो जनआन्दोलनको मर्म र भावना समेटिने छैन । त्यसो हँुदा माओवादीले समिक्षा गर्नुपर्छ शान्ति प्रक्रियामा उ जुन विश्वासका साथ आएको थियो, शान्ति सम्झौतामा वर्गीय, जातीय, क्षेत्रीय, लिङ्गीय उत्पिडनको अन्त गर्ने र राज्य पुनर्संरचनाको जुन मुख्य एजेण्डा थिए ती अव अधुरै रहने छन् । यसले एउटा प्रश्न उठ्ने छ , के परिवर्तनलाई संस्थागत गर्न वैधानिक प्रक्रिया असंभव हो ? त्यो हो भने माओवादीले शान्तिप्रक्रियामा आउनु नै गलत ठहरिने छ । यसले दुई वटा परिस्थिती श्रृजना गर्ने छ । एउटा पाटो निराश भएर विघटनतीर जाने छ भने अर्काे पाटो यो असफलतालाई सफलतामा लैजान विद्रोह बाहेक अर्काे विकल्प छैन भन्ने निस्कर्ष आउने छ । अहिले भएकै पार्टी वा नेतृत्व यो प्रक्रियाबाट अर्काे प्रक्रियामा जाला नजाला भन्न सकिदैन तर एउटा कुरा स्पस्ट रुपमा भन्न सकिन्छ कि आफ्नो मातृभाषा प्रयोग गर्न नपाएको एउटा हिस्सा, आफ्नो संस्कृतिको रक्षा गर्न नपाएको एउटा हिस्सा, आफ्नो धर्म मान्न नपाएको एउटा हिस्सा, आफ्नो इतिहास गुमाएको पीडा बोधमा बचेको एउटा हिस्सा राज्य यन्त्रको दवाव र दमन सहेर बसेका न्याय नपाएको एउटा हिस्सा न्यायको लागि आफ्नो फरक बाटो खोज्ने छ । विद्रोह सफल होला या असफल होला त्यो छुट्टै कुरा हो तर हाम्रो समाज द्वन्द्वबाट मुक्त हुने छैन, अनन्त द्वन्द्वको चपेटामा फस्ने छ । चौतर्फी हेर्दैजाँदा सबै बाटाहरु बन्द भएको प्रतित हुने छन् र विद्रोह मात्र एउटा विकल्प वाँकी रहेको ठहर गर्ने छ ।
अहिले जतिको परिणाम मात्र हेरेर अभिव्यक्त गर्नेहरुले नेपाली राजनीतिका प्रमुख मुद्दाहरुलाई संवोधन गर्न सहमतीय प्रणाली अपनाउन अस्विकार गर्नेले एउटा विद्रोहको आधार नै खडा गर्ने छ । २०४७ सालको आम निर्वाचनमा वास्तविकतालाई स्विकार गरेको भए २०४७ सालमा राजतन्त्र विरुद्ध जनता उठ्ने थिएनन् । २०४७ सालमै घन्केको गणतन्त्रको नारालाई स्विकार गरेको भए जनयुद्धको गुञ्जायस रहने थिएन । त्यसैगरी आज पनि एकिकृत माओवादी शान्तिपूर्ण तरिकाले परिवर्तनलाई संस्थागत गर्न सकिन्छ भन्ने मान्यता असफल भयो भने समाजमा र विचारधारात्मक क्षेत्रमा त्यसले पार्ने प्रभाव र त्यसको असर धेरै भयकंर हुने कुरालाई बेलैमा आत्मसाथ गरौँ । पार्टीहरु बन्ने र भत्कने कार्य त भैरहन्छ, सासन सत्ता जन्मने मर्ने कुरा भैरहन्छ । मुख्य कुरा शान्तिपूर्ण तरिका बाट पनि जनता अधिकार सम्पन्न हुन सक्छन् भन्ने कुरा हालसम्म स्थापीत भएको छैन । नेपाली राजनीतिले एउटा बाटो खोल्न खोजेको छ त्यो अपुरो हुँदा राष्ट्रले अर्काे द्वन्द्वको सामना गर्नु पर्छ । सवैलाई चेतना भया सहमतीय प्रणालीलाई स्थापीत गरी संविधान निर्माणको बाटोलाई सफल पारौँ । जनताको साझा स्वामित्व भएको राज्य व्यवस्था र प्रणाली स्थापीत गरौँ ।

Dahal Says Poll to Fulfill People’s Dream for Change

Addressing a mass meeting organised by the Kathmandu Constituency Number 1 of his party at New Baneshwor on Tuesday, he said the Nepali people were always in favour of change and that the forthcoming election would fulfill that dream.
He said election environment was fast building up across the country, adding that those trying to stop the flow of change would be confined in the pages of history.
“The country is in need of political stability and economic prosperity. Election is an important opportunity to move forward in the direction of economic prosperity by ending the political transition and it should be accomplished at any cost,” Dahal said.
Chairman Dahal admitted that although his party emerged as the largest party in the erstwhile Constituent Assembly, it could not work much for the people as it was dependent on parties that were unreliable. He expressed the belief that people would vote his party to power in the upcoming elections as well.
Appealing to the people to vote for his party in the CA election for change, he said the people’s wish could be fulfilled and a pro-people constitution would formulate only if his party garnered two-thirds majority votes.
Renu Dahal, the party’s candidate from Kathmandu constituency-1, said that she was standing in the elections from this constituency to fulfill the people’s aspiration and for the development of the constituency. RSS
